Art. 1. ° La prohibición contenida en el artículo 3 ° de! Decreto número 1,265, de 11 de Noviembre último, no se extiende á las obligaciones contraídas por colombianos en el Extranjero, ó en el territorio de la República, pero con casas de comercio ó con particulares residentes en país extranjero, y que deban ser pagadas allí ó á sus representantes ó apoderados en Colombia.
