Los Ministros de Hacienda y Agricultura dirán por escrito si encuentran aceptable el funcionamiento del Instituto, y si él se ajusta a las políticas y lineamientos establecidos por el Conpes y por la Comisión Interparlamentaria de Crédito Público. Estos informes se tendrán siempre en cuenta por el Congreso antes de aprobar en el Presupuesto Nacional las partidas necesarias para enjugar cualquier déficit que presente el Instituto.
