Autorázase al Gobierno Nacional para emitir con el mismo objeto bonos de los Ferrocarriles Nacionales de los autorizados por la Ley 70 de 1939 , en la cuantáa que sea necesaria para cubrir el valor de la primera etapa de las obras portuarias en referencia y en caso de que ello sea necesario, a fin de no interrumpir los trabajos ferroviarios en el sector Diviso-Pasto.
