Modifícase el artículo 83 del Decreto 2666 de 1984, el cual quedará así: "Las mercancías almacenadas en los depósitos de provisiones de a bordo, se declararán abandonadas a favor de la Nación cuando permanezcan en estos depósitos por un tiempo superior a dieciocho (18) meses, contados a partir de su llegada al territorio nacional".
