Las partidas de que trata la presente Ley, serán incluídas por terceras partes en los Presupuestos de los años sucesivos, y si por algún motivo no quedaren incluídas en los Presupuestos que el Congreso apruebe, el Gobierno queda autorizado para realizar los traslados y hacer los créditos y contracréditos necesarios para dar cumplimiento a la presente Ley.
