Si no cupieren en el presupuesto de rentas todos los gastos decretados por leyes y decretos anteriores, se disminuirán por medio de decretos todos aquellos gastos que no hubieren sido fijados por ley y se prescindirá de señalar apropiación de fondos para los gastos que se estimen menos urgentes, y en la medida necesaria para obtener el equilibrio presupuestal.
