Art. 5. Las invitaciones para contratarla esplotacion de las salinas i elaboración de sales, contendrán las condiciones principales que los contratistas deben someterse, e indicaran el día señalado para examinar las propuestas que se hicieren. Si examinadas las propuestas, cree el poder ejecutivo que no es conveniente aceptar ninguna, i que la esplotación i elaboración pueden verificarse por administración, podrá encargar dichas operaciones a uno o más empleados, hasta que se obtenga la celebración de un contrato, bien sea de esplotación i elaboración, o de arrendamiento, que ofrezca resultados más ventajosos que el sistema de Administración.
