Crear el Sistema Nacional de Biobancos, regular la constitución, organización y funcionamiento de los biobancos en Colombia con fines de investigación biomédica y tecnológica para la obtención, utilización, procesamiento, almacenamiento, transporte y cesión de muestras biológicas humanas, sus derivados y muestras relacionadas con la salud humana, así como, su información clínica y biológica asociada, con sujeción a la dignidad e identidad humana, diversidad étnica y cultural del país y los derechos fundamentales de las personas.
