Art. 11. Las facultades concedidas por la presente Ley al Poder Ejecutivo podrá éste delegarlas al Gobernador del Cauca para que coadyuve á la organización de las Aduana ó Aduanas que se establezcan en el territorio del Caquetá y haga efectivas cuantas medidas fiscales hubieren de tomarse relativamente á aquella zona.
