Toda entidad u organismo del Estado, excepto la Rama Judicial debe constituir una unidad u oficina del más alto nivel, encargada de conocer en primera instancia, de los procesos disciplinarios que se adelanten contra sus servidores. La segunda instancia será de competencia del nominador.
