Los auxilios decretados serán pagados en cada población al Tesorero Municipal o al Recaudador de Hacienda, si no hubiere Tesorero y serán administrados por la primera autoridad política del lugar, y controlada la inversión por el representante fiscal de cada uno de tos Territorios Nacionales citados en el primer artículo.
