Las faltas temporales y absolutas del Primer Designado serán llenadas en el Consejo por el Segundo Designado, al cual corresponde en este caso la Presidencia de la Corporación.

Cada cuatro años el Senado de la República elegirá un Consejero segundo suplente, llamado a llenar las faltas temporales o absolutas del Segundo Designado.

Cuando este suplente entre a ejercer su cargo, en el caso previsto en el anterior inciso, tendrá las funciones propias de un Consejero de Estado. La Corporación será entonces presidida conforme se dispone en el artículo 9 de esta Ley.
