Los contratos que celebre el Gobierno de acuerdo con las autorizaciones concedidas en los dos artículos que anteceden, sólo requerirán para su validez de la aprobación del Poder Ejecutivo, previo dictamen favorable del Consejo de Ministros y del Consejo Nacional de Vías de Comunicación, pudiendo atenerse a los establecido en el inciso c) del artículo 27 del Código Fiscal.
