El auxilio de que trata el artículo anterior será incluido en el Presupuesto para la próxima vigencia, y, si fuere necesario, será incluido también, en la cuantía en que no hubiere sido cubierto, en los Presupuestos de las vigencias posteriores; pero en el caso de que eso no se hiciere, se autoriza al Gobierno Nacional para abrir los créditos, hacer los traslados o efectuar los contracréditos correspondientes, al efecto de dar estricto cumplimiento a esta Ley.
