El Ministerio de Obras Públicas, así como los de Educación Nacional, de Salubridad Pública, deberán contratar de inmediato la construcción del edificio para oficinas públicas, aulas de planteles de enseñanza y salas del hospital de la Sagrada Familia que manda la Ley 123 de 1963 , dentro de sus presupuestos anuales como previene la Ley citada, en el tercer piso del edificio de oficinas le determinarán locales a la Biblioteca "Fray José Joaquín Escobar"; a los Archivos Históricos que debe arreglar, cuidar y empastar el Departamento y nombrar el respectivo Director de esa dependencia.
