Art. 1.° Se concede amnistía a los colombianos que tomaron parte en la guerra que hizo a la nacion el gobierno de la república del Ecuador, ya poniéndose en armas, o ya favoreciendo o ausiliando, de cualquiera manera, a los enemigos esteriores.
