Art. 17. Los gastos de personal i material del servicio telegráfico, pagados por las i Administraciones principales de Hacienda, se reputarán como anticipaciones, i se i comprobarán en la forma i términos prescritos por los reglamentos de contabilidad i jeneral que les compete observar, considerando a las Oficinas telegráficas como asimiladas a las Administraciones subalternas, de acuerdo con el artículo 35 de decreto orgánico de 12 de agosto último, siendo de cargo de dichas oficinas pagadoras solicitar la legalizacion de tales gastos.
