Art. 53. En lo sucesivo no se dictarán en el Ministerio resoluciones verbales, sino sobre los asuntos puramente económicos de la oficina, pues todas las demás por pequeña que sea su importancia, deberán ser escritas; y, en consecuencia, los particulares deberán presentar también por escrito y en el papel correspondiente los memoriales, propuestas ó indicaciones que crean convenientes y que se relacionen con los asuntos en que tengan interés.
