Art. 3. º En los casos de guerra exterior o conmocion interior, los agentes de las empresas telegráficas funcionarán bajo la vijilancia de las autoridades políticas, i éstas se arreglarán, llegado el caso, a las prevenciones que dicte el Poder Ejecutivo, conforme a los preceptos del derecho común de las naciones.
