Para la construcción y operación de nuevos terminales de transporte terrestre de pasajeros y/o carga se tendrán en cuenta los planes y programas diseñados por las oficinas de planeación municipal, así como el cumplimiento de los índices mínimos de movilización acordes con la oferta y la demanda de pasajeros, las redes y su flujo vehicular. Igualmente, sus instalaciones tendrán los mecanismos apropiados para el fácil desplazamiento de los discapacitados físicos, y serán de uso obligatorio por parte de las empresas de transporte habilitadas para ello.
