Para ser miembro de la Comisión Asesora se requiere ser o haber sido profesor de Derecho Internacional, o haber desempeñado las funciones de Ministro de Relaciones Exteriores, o haber sido Jefe de Misión Diplomática o poseer un título universitario con especialización en Derecho Internacional otorgado por una Universidad reconocida por el Estado Colombiano.
