Los Secretarios de la Gobernación y los Secretarios de las Alcaldías son de libre nombramiento del respectivo Gobernador o Alcalde.

Parágrafo

El Director de Educación Pública del Departamento o Municipio, se denominará en lo sucesivo Secretario de Educación Pública.
