Los correspondientes pagos se le harán al Departamento del Magdalena por contados anuales, equivalentes al monto de las sumas que se le hayan causado a deber en el respectivo año, o en éste y los anteriores, pero siendo entendido que el Gobierno Nacional podrá acordar con el Departamento la forma de pago de las sumas que resulten a su favor hasta el primero de enero de 1942, al tenor de las liquidaciones previstas.
