Autorizase al Gobierno para que, mediante el concurso de la Academia Nacional de Historia, y de técnicos, contrate la construcción, según los mejores modelos, y coloque en el campo inmortal de Boyacá un monumento de mármol y bronce simbólico del triunfo de la libertad americana, y sendas estatuas de Bolívar, Santander y Anzoátegui. Para la ejecución de las anteriores obras destinase una suma hasta de trescientos mil pesos ($ 300.000), que se tomarán de las rentas comunes cuando las circunstancias del Tesoro Nacional lo permitan
