Los Concejos podrán, con autorización del Gobierno, contratar empréstitos, dentro, o fuera de la República, para emplearlos exclusivamente en sus mejoras materiales de urgente utilidad pública. Con tal fin el Gobierno podrá autorizar a los Municipios que lo soliciten, para gravar los bienes que les pertenezcan, y pignorar sus rentas municipales a fin de asegurar la devolución de los capitales que obtengan y el pago de los respectivos intereses.
