Corresponde al Ministerio de Salud el diseño y la elaboración del manual de Normas Técnicas y Administrativas, que permitan la implantación del Régimen de Referencia y Contrarreferencia en la respectiva red de servicios de salud con que cuente la entidad territorial; así como para el control, la evaluación y la asistencia técnica para el desarrollo del mismo.
