Autorizaciones generales. Las autoridades que tengan a su cargo el otorgamiento de licencias, permisos o autorizaciones que tengan el carácter de previos, estarán facultadas para expedir regímenes de autorización general, cuya observancia hará innecesaria la expedición de licencias o permisos individuales o particulares, salvo para aquellos asuntos relativos a la salubridad pública, el orden público y la seguridad ciudadana.
