Art. 1° Fijase en doce millones de pesos ($12.000,000) el máximum de billetes del Banco Nacional que puede emitir y poner en circulación el Gobierno; incluyendo en esta suma los billetes emitidos por los Bancos oficiales del Cauca y de Bolívar con destino al restablecimiento del orden público, hasta la fecha del decreto ejecutivo, de 7 de Septiembre de 1886, por el cual se declaró restablecido el orden público.
