Vigencia y derogatorias . Este decreto rige a partir de la fecha de su publicación, deroga el Decreto 1396 de 1999, modifica los artículos 11, 12, 13, 24, 48, 53, y 69 del Decreto 2620 de 2000, adiciona el artículo 31 del Decreto 2620 de 2000, deroga el artículo 3º del Decreto 1354 de 2002 y deroga todas las demás disposiciones que le sean contrarias.
