Art. 256. Las condonaciones que otorgue el Congreso de lo que se debe al Tesoro se harán por medio de un acto legislativo expreso. En el Presupuesto de gastos no podrán hacerse condonaciones, ni se entenderán hechas las que consistan en mandar devolver á los deudores lo que hayan pagado.
