Art. 3° Si los sueldos fijados en el artículo anterior fueren insuficientes para obtener empleados competentes y honrados, se autoriza al poder Ejecutivo para aumentar tales sueldos hasta donde fuere preciso para el efecto. Igualmente se le autoriza para disminuirlos si los considera excesivos.
