Toda explotación de yacimientos o depósitos de hidrocarburos, que tenga lugar en el territorio de la República, estará sujeta a los reglamentos que el Gobierno dicte para garantizar la seguridad pública y privada, la salud y vida de los trabajadores empleados en ellas, y la debida fiscalización de las operaciones que se efectúen en los pozos, tanques, depósitos, oleoductos, cargaderos y refinerías.
