Queda absolutamente prohibido y de una manera general á todos los empleados á quienes se concede franquicia telegráfica por este Decreto para tratar asuntos urgentes del servicio público, el hacer uso de ella con mayor extensión ó para otros fines de los que se le fijan. ASIMISMO PROHIBISELES DIRIGIR POR TELEGRAFO OFICIALMENTE SALUDOS, Ó FELICITACIONES, Ó DESPACHOS SOBRE ASUNTOS DEL SERVICIO OFICIAL QUE CONTENGAN A LA VEZ ASUNTOS PARTICULARES Ó PRIVADOS.
