Para la contratación del empréstito a que se refiere el Artículo anterior, el Comisario podrá pignorar las participaciones que le corresponden a la Comisaria por concepto de salinas. Pero los Ministerio de Obras Públicas, Hacienda y Crédito Público, deberán aprobar previamente los planes de inversión que sirvan de base del empréstito que se autoriza por medio de la presente Ley.
