Art. 9° En los lugares donde haya establecidas fábricas de cigarrillos, el aviso de que trata el artículo 7° se dará al empleado especial encargado de la recaudación del impuesto, de acuerdo con este decreto. Donde no haya fábricas, el aviso se dará al empleado de Hacienda Nacional, si lo hubiere, y si nó al empleado de Hacienda de la localidad, prefiriéndose al de carácter departamental.
