Artículo cuarto. El Instituto Nacional de Fomento Tabacalero, organizara y prestara el servicio de clasificación comercial establecido en los artículos 1º y 2º del presente Decreto, empleando para tal efecto "cajas patrones", que tendrá una muestra respectiva de los tabacos que corresponden a cada clase.

Parágrafo

Si el comprador o vendedor no quedan conformes con los fallos del clasificador oficial, podrán solicitar la revisión de la clasificación al Departamento Técnico del Instituto Nacional de Fomento Tabacalero en Bogota, enviando para tal efecto una muestra representativa del tabaco, materia del fallo, la cual debe ser tomada por el clasificador oficial en presencia del comprador y del vender o su representante.
