El Síndico Central de Lazaretos proveerá de estampillas oportunamente a las Sindicaturas de los Departamentos; éstas a las Sindicaturas de los Departamentos; éstas a las Subsindicaturas, y éstas a las Agencias especiales. Los encargados de estas Oficinas están en la obligación de solicitar remesas de estampillas antes de que se les agote la existencia, y si así no lo verificaren en oportunidad y por esa causa sufriere perjuicios la renta, se les impondrán multas de uno a cinco pesos, por los empleados que visiten esas Oficinas.
