El Estado deberá establecer una política de Innovación, Ciencia y Tecnológica en Salud, orientada a la investigación y generación de nuevos conocimientos en salud, la adquisición y producción de las tecnologías, equipos y herramientas necesarias para prestar un servicio de salud de alta calidad que permita el mejoramiento de la calidad de vida de la población.
