ARTICULO 5 º. MODIFICAR . El artículo 9º del Decreto 3192, el cual quedará así: "Artículo 9o. Dirección técnica. Las fábricas de alcohol y de bebidas alcohólicas deberán contar mínimo con los servicios de medio tiempo de un director técnico, con título de Químico Farmacéutico, Ingeniero Químico, Químico, Enólogo graduado, con título profesional debidamente reconocido por el Estado y personal capacitado necesario para garantizar las condiciones necesarias del alcohol y de las bebidas alcohólicas."
