El Gobierno procederá a principios del año entrante al estudio de las vías de comunicación a que se refiere la presente ley, y para tal efecto se incluirán en el presupuesto de la próxima vigencia las partidas necesarias para ellos. Si así no se hiciere, el Gobierno queda facultado para hacer los traslados necesarios.
