El presente Decreto rige a partir de la fecha de su expedición, deroga las disposiciones que le sean contrarias y surte efectos fiscales a partir del primero (1º) de enero de mil novecientos ochenta y dos (1982), salvo lo dispuesto en su artículo 80. Comuníquesey cúmplase.
