Vigencia . El presente decreto rige a partir de la fecha de su publicación y deroga las disposiciones que le sean contrarias, en especial las siguientes normas de carrera administrativa contempladas en el Decreto 1072 de 1999: Título I; Título III, con excepción de los artículos 18 a 20, 22; y 25 a 29; Título V; y Título VII, con excepción de los artículos 89 y 91.
