Los auxilios que se decretan para los Municipios de Chimichagua, Tamalameque, Curumaní, Chiriguaná y Aguachica serán incluídos en los Presupuestos Nacionales de las dos vigencias venideras, y en caso de no ser así, el Gobierno Nacional abrirá los créditos y contracréditos del caso, o el Ministerio de Educación los tomará de la partida global que para cada vigencia se le señala a ese Ministerio.
