En los casos de delitos que se cometan por medio de imprenta u otros medios de publicidad, no serán funcionarios de instrucción las autoridades del orden administrativo o del policivo, ni de los Jueces Municipales; tal instrucción corresponderá privativamente a los Jueces de Circuito.
