Artículo cuarto. Además de los miembros a que se refiere el artículo treinta y uno de la Ley 7 de 1979 , las Juntas Administradoras de las Regionales del Instituto Colombiano de Bienestar Familiar, se integrarán con la primera autoridad eclesiástica del lugar o su representante.
