En los trámites administrativos de que trata el presente Decreto se observarán las reglas del Código Contencioso Administrativo y las del Procedimiento Civil, que sean compatibles con la naturaleza de aquellos, con el fin de llenar los vacíos que puedan presentarse. Pero las notificaciones de las providencias, que pongan fin a un negocio o actuación y los recursos, se regirán por el artículo 28 de la Ley 10 de 1961.
