Los reos reincidentes de hurto, robo, extorsión o secuestro, sentenciados por el Poder Judicial, lo mismo que los condenados por la Policía como vagos o rateros, deberán cumplir sus condenas en las Colonias Penales, Agrícolas o de otro género que determine el Gobierno.
