Se faculta a las Asambleas Departamentales para disponer lo conveniente en el sentido de crear y sostener casas destinadas a la protección y corrección de varones menores, que serán dirigidas por pedagogos y organizadas hasta donde sea posible, de conformidad con lo que se practica en las escuelas anormales europeas y norteamericanas. Dichas casas se denominaran: "Casas de Menores y Escuelas de Trabajo."
