Fases. La estrategia contempla el desarrollo de las siguientes fases

Alistamiento: su objetivo es inducir los procesos de diseño y montaje de sistemas de seguimiento y la necesidad de hacer seguimiento.

Fortalecimiento: su objetivo es que las entidades apliquen las herramientas y conceptos construidos y desarrollados durante el alistamiento.

Consolidación: su objetivo es que las entidades apropien la cultura del seguimiento e institucionalicen el sistema.

Sostenibilidad: su objetivo es que el sistema perdure y la labor se desarrolle de manera autónoma.
