º Las licencias que confiera el Ministerio de Comunicaciones para el establecimiento de redes privadas en los términos del artículo 3º del presente Decreto, podrán ser otorgadas por un término hasta de veinte (20) años. El pago de los derechos que se causen por concepto de la licencia y los que se derivan del uso del espectro radioeléctrico, podrá hacerse totalmente o por instalamentos bianuales anticipados.
